Do HVAC contractors need workers' comp in California with no employees?+

Yes. The CSLB requires every C-20 HVAC contractor to carry workers' compensation, even with no employees. C-20 contractors cannot file the no-employee exemption.

General liability can cover injury and property damage claims from your completed work, including gas and carbon monoxide incidents. Some policies limit pollution-related claims, so confirm how yours treats them.

What changed for California HVAC workers' comp in September 2026?+

HVAC payroll in California generally uses the same dual-wage codes as plumbing. For policies starting on or after September 1, 2026, that threshold rose from $32 to $35 an hour.
